Britain is increasing its financial support for Ukraine by £10 billion in today’s Budget. Prime Minister Andy Burnham described it to President Zelenskyy as the largest financial package the UK has ever committed to Ukraine. Its three parts serve different needs, and the distinction matters.

Winter Air Defence

The Ministry of Defence is adding £500 million in military support to close urgent gaps in Ukraine’s air defences this winter. The immediate battlefield priority is clear. Russia is attacking while Ukrainian crews need the means to stop missiles and drones before they reach homes, power infrastructure and other civilian targets.

Britain had already moved to accelerate deliveries of LMM air-defence missiles. The new allocation is a broader commitment to the same urgent task: getting defensive capability to Ukraine when winter attacks make delay especially costly. Announcing money is one step; turning it into usable protection is the test.

Three Years of Economic Support

A further £7 billion in economic support will be made available over three years. That falls outside the immediate £500 million military tranche. Sustained funding helps Ukraine keep the state functioning while it fights a war Russia intends to make economically exhausting.

A three-year commitment also gives Kyiv a more dependable basis for planning than a succession of last-minute funding decisions.

Export Finance for Military Needs

The package includes another £3 billion in UK Export Finance capacity for Ukraine, with military support given priority. That is export-finance capacity, not £3 billion in weapons already delivered. Its value will depend on how quickly that capacity can be put to work for Ukraine’s defence.

Burnham and the Chancellor set out the package in a call with Zelenskyy this morning. The Chancellor also said Britain would intensify sanctions pressure on Putin, while the leaders discussed using the coming European Political Community meeting to secure more support from partners.

London is putting money behind Ukraine’s defence and economic endurance, with the winter air-defence allocation addressing the most immediate need.
