The Washington Post is now describing what the Kushner-Witkoff track actually looks like up close. Last Friday they hosted Ukrainian officials alongside British, French, and German representatives at Witkoff's Shell Bay golf club in Hallandale Beach, Florida. The setting tells you the substance: the deal room includes a putting green.

The Four Pillars of the Package

The package being assembled has four pillars. First, rebuilding Ukraine through the World Bank and BlackRock. Kyiv is being asked to produce detailed cost estimates and anti-corruption guarantees. The money would cover destroyed districts, payments to families of killed and wounded soldiers, and economic recovery. The Americans say they still have no Ukrainian numbers.

Second, security guarantees framed as the equivalent of NATO Article 5. The United States and European countries would commit to respond with military force if Russia attacks again. Russia would separately negotiate its own security arrangements with Europe. What Moscow actually gets remains undefined.

Third, energy integration. A pipeline carrying Russian oil and gas to Europe, with Ukraine and Russia splitting the revenue. Russia would regain long-term access to the European energy market, and the agreement would set terms for lifting sanctions.

Fourth, a ceasefire along the current line of control. That means Russia keeps the occupied territory. The line itself shifts almost daily, an immediate obstacle.

The Condition

Then the condition. A US official stated that if Zelensky agrees to stop hitting Russian refineries, we get back to work and go to Moscow. Read that again. The path to Moscow runs through Ukrainian restraint. Not through Russian withdrawal. Not through accountability. Not through any concession from the state that invaded. The precondition is that Ukraine stops dismantling the infrastructure funding the invasion.

The path to Moscow runs through Ukrainian restraint.

The October 11 energy ceasefire shows the same asymmetry. Kyiv held fire on Russian refineries. Russia launched 121 drones. Washington then claimed violations came from both directions.

The Reward Structure

Now the proposed reward for Ukrainian compliance is a pipeline deal that pays Russia for the fuel its military runs on, sanctions relief without a defined de-escalation commitment, and a frozen front that legitimizes occupation. The Article 5 language sounds strong until you notice that Russia's security concerns get their own undefined track in the same document.

Ukraine has already stated its position. Strikes on Russian refineries are a response to years of Russian terror against Ukrainian energy infrastructure. The mirror deal is simple: Russia stops destroying Ukrainian power, Ukraine stops destroying Russian refining capacity. The proposal under discussion in Florida is different.

A Plan for Continued Conflict

What is on the table is a financial architecture for keeping the post-war situation comfortable for both sides, as the American official put it. But one side invaded, annexed territory, and keeps hitting civilian infrastructure. The other side is defending itself. A package that treats those positions as equivalent is a plan for continued conflict. The payout structure includes a ceasefire.
