Washington is threatening.

Washington is threatening to cut off both intelligence sharing and weapons purchases if Ukraine continues striking Russian oil refineries during the ceasefire announced by Donald Trump on October 11.

The Calls

Two Ukrainian officials say their American counterparts made the position explicit: if Russian energy infrastructure is struck during the ceasefire Trump announced on October 11, Washington will hold Kyiv responsible. The calls went to the top. Pavlo Palisa, deputy head of the Presidential Office in charge of military affairs. Mykhailo Drapatyi, commander-in-chief of the Armed Forces.

One Ukrainian official described it directly: "They called all the top military officials with threats. They're telling everyone that they're going to turn off both the intelligence sharing and PURL."

PURL is the Priority Ukraine Requirements List, the mechanism through which American weapons are purchased for Ukraine. Intelligence sharing is the targeting data that makes precision strikes possible. Both now serve as a means of influence.

The Sequence

Kyiv was not warned in advance. Multiple senior Ukrainian officials confirmed that nobody told them Trump was about to announce an energy ceasefire on October 11. The announcement came first. The pressure came second.

After Trump posted, Ukrainian officials were worked over the phones and told to comply. Not asked to negotiate. Told to stop hitting Russian refineries.

Russia struck the Kharkiv thermal power plant hours after the announcement. That strike technically fits the White House framework because power plants were never covered. Only refineries count.

The Asymmetry

Zelensky addressed the Warsaw Security Forum and stated the problem plainly. Ukraine agreed to an energy ceasefire. But the American team knows what that means in practice.

Ukraine has a single oil refinery, Kremenchuk, along with limited reserves and export capacity. It was heavily damaged by Russian strikes long ago. Importing fuel is simply Ukrainian reality.

So a refinery-for-refinery truce protects Russian war logistics while giving Ukraine nothing. Moscow keeps its refining capacity intact. Kyiv is asked to stop hitting the one target set that actually hurts the Russian war machine.

Zelensky repeated that Ukraine will accept an energy ceasefire if it covers all energy infrastructure, including refineries. Power plants. Grids. The things Russia actually hits.

Washington's answer so far is to threaten the country defending itself.
