The Russian embassy in Belgium has decided to remind everyone why Kaliningrad remains the most predictable pressure point in the Baltic region. The threat is familiar: if NATO tries to isolate the exclave, Moscow will use its "entire available arsenal" and risk a direct armed clash, a diplomatic tantrum dressed as deterrence, timed to test whether Lithuania and the Alliance will flinch.
Lithuania's Response
Deividas Matulionis, the Lithuanian president’s chief national security adviser, called it psychological pressure without foundation. Vilnius continues to fulfill its transit obligations to Kaliningrad, and it continues to send military aid to Ukraine. That second part is what actually bothers the Kremlin.
The transit issue is a pretext. The real grievance is that Lithuania refuses to behave like a neutral buffer state while Russia wages an imperial war next door.
NATO's Position
NATO confirmed it received the Russian document and rejected the accusations. The Alliance’s exercises and defensive planning do not threaten Russian territory. What they threaten is the Kremlin’s ability to intimidate the Baltic states without consequence.
That distinction matters because Russian media have already run the same script before. Lithuania’s military noted in September that Russian outlets reframed NATO defensive scenarios as attack plans against Kaliningrad. A State Duma deputy even floated the word "occupation."
The Manufactured Narrative
A manufactured narrative cycle invents a threat, repeats it through state media, then cites the repetition as evidence. The pattern is obvious. Russia wants to raise the perceived cost of NATO presence in the Baltic region while shifting attention away from its own war in Ukraine.
If European publics start debating whether Alliance exercises provoke Moscow, the Kremlin wins a small information victory without firing a shot.
Lithuania just gave the correct response: reject the premise, state the facts, and continue supporting Ukraine.
The Asymmetry
Kaliningrad is not being isolated. NATO is not planning to seize it. The only actor threatening armed confrontation is the same one that has violated Ukrainian sovereignty for years and now expects the West to treat its Baltic outpost as untouchable.
That asymmetry should not be normalized.
