The Levada and VCIOM polling numbers are not a mystery of the Russian soul. They are a demographic map of who the regime needs, who it fears, and who it has already written off.
The Age Gradient of Support
The support gradient is almost perfectly linear by age. 18 to 24 shows the lowest support and lowest turnout, 25 to 39 is middling and politically passive, 40 to 54 is above average, and 55 and older delivers maximum support and maximum turnout. That last group is the actual electorate: pensioners and near-pensioners in small towns and villages.
Mostly watching state television and mostly without alternative information sources, they are mostly people with secondary education. They are not voting for a geopolitical project. They are voting for the absence of the 1990s.
Stability as a Sedative
For this core, Putin acts without strategy. He is a sedative. The trauma of the collapse, the unpaid wages, the criminalized economy, and the humiliation were buried by two decades of managed stability. They do not ask what the stability costs or who pays for it, only that it continue.
The imperial wars do the rest. Transnistria, two Chechen campaigns, Georgia, Syria, Ukraine since 2014, and the full-scale invasion since 2022 each feed the same emotional loop. The state demonstrates force, the television converts force into greatness, and the passive majority consumes the greatness without bearing the immediate cost.
The rural and small-town core supplies both the votes and the bodies.
The Horizon of One Man
The deeper mechanism is a quarter century of one man. A significant share of Russian adults have never known another leader. Some were born after he took power and have already died. The question "who if not Putin" is not rhetorical for them; their entire political imagination spans that horizon.
The regime could build its personality cult from an existing foundation. It needed only to outlast every alternative, every institution, and every memory of something else.
The Limits of the Numbers
The polling itself is now largely performative. After the full-scale invasion, Russian survey data increasingly measures socially approved answers, not private belief. Exact support percentages are meaningless, but the trends still tell you something.
- The core is old, provincial, television-fed, and afraid of change.
- The young are less loyal but also less present.
- The cities are less loyal but easier to manage through economic pressure and selective repression.
The Bargain and Its Endpoint
So the answer to the question is both. Putin shaped the society by giving it what a large part of it wanted: order without accountability, greatness without sacrifice, and a permanent excuse to avoid looking at the actual condition of the country. The war continues that bargain. It is the logical endpoint.
