The VK ads are the actual policy. Noise management is what remains.
The Dual Message
Moscovia is running recruitment campaigns in military communities and job boards, telling men to sign a contract "before mobilization starts." The recruiters on the other end of the phone admit they heard from military sources that a mobilization wave is coming this autumn. But they cannot confirm it officially.
Meanwhile, Putin calls the rumors "dog shit," and Medvedev calls them a "lying provocation." Same approach as September 2022, when Peskov and Kartapolov denied mobilization roughly a week before the decree was announced. Then 300,000 men got pulled in.
The contradiction is a feature by design. The mechanism.
Segmentation by Design
The state needs two messages running at once. For the population that might panic, the official line is that nothing is happening. For the target audience of men already under financial pressure, debt, or legal trouble, the message is urgency: sign now, before you get mobilized on worse terms. The disclosure is secure.
That is segmentation. The ad itself is telling. Up to 4.5 million rubles in payments, acceptance of people with HIV, hepatitis, and criminal records. For those already eager to help, consider this an open invitation. The state uses this channel to liquidate people it considers expendable.
The Failing Pipeline
The regional payment bonuses listed in the ad are the real story. Regional budgets are now the main financier of the contract army, and those budgets are already strained. The second quarter of this year saw recruitment fall about ten percent year over year.
Russian losses run between 30 and 34 thousand per month against roughly 27 thousand new signings. The math does not close.
The denial and the advertisement are the same operation.
Preparing the Ground
So the VK ads are not evidence that mobilization is coming. They are evidence that the contract pipeline is failing. The state is preparing the ground for a shift it cannot announce before the Duma elections.
One message for the audience that votes, another for the audience that gets shipped.
