The quiet mobilization has been running since September 2022 without a single new decree. The old partial mobilization order was never canceled, and contracts became indefinite the moment it started. Each new body fed through the grinder is legally just an extension of that same mechanism.
The Infrastructure Is Already Being Oiled
What we are watching now is the next gear. Training camps run logistics drills for sudden intake of hundreds of thousands. Mass electronic summons are in place. Military commissariats are expanding databases. New laws give the Defense Ministry direct access to civil registry data on every Russian, including women. Western intel, Ukrainian GUR, and even Russian independent outlets all flag the same pattern. This is intentional infrastructure being oiled for scale.
Kremlin mouthpieces can deny it until they are blue in the face. They used the exact same script days before the 2022 call-up. History is not subtle here.
Three Scenarios, One Direction
Three realistic scenarios sit on the table. The silent version: 200,000 to 300,000 more bodies by December, handed down as regional quotas. Heavy focus on poor provinces while Moscow and Petersburg stay cosmetically untouched. Looks like just another contract drive, low immediate panic. Governors are left to figure out how to deliver without sparking street trouble.
The semi-official track: 300,000 this year, another 300,000 in 2027. A visible nationwide push, but still sparing the two big cities. Repression gets tightened in advance. Emigration spikes but is manageable for the regime. Society feels it, yet the machine keeps grinding.
Then the full horror show: half a million by year end and another half million the year after. Internet blackouts, border closures for military-age men, raids, transition to explicit war economy. That one carries real risk of uncontrolled panic because the atmosphere today is nothing like autumn 2022. Back then Russians still believed in quick victory and the economy was floating on fresh oil money. Now the war has eaten its own illusions. The coffins keep arriving, inflation bites, and the average guy on the street has seen enough drone footage to understand what waiting in a trench actually means.
The Political Calculus
Putin has avoided this step for years precisely because the political risk is real. His own generals have begged for it. He keeps saying no until the math on the battlefield forces his hand. Without fresh meat the current offensive pace collapses to a crawl. Capturing the rest of Donetsk at the present rate of 37 square kilometers per month is simply not happening with contract soldiers alone.
Moscow's imperial project is brittle exactly where it pretends to be strongest.
Any new wave will hand Ukraine hundreds of thousands of unmotivated, barely trained bodies. That creates tactical problems for us on the front, no denying it. But it also multiplies every existing fracture inside the Russian system:

- Manpower quality collapse
- The slow realization among Russians that this war is eating their country from within
We have seen this movie before. Afghanistan accelerated the Soviet collapse. The Russo-Japanese war cracked the tsarist regime.
The Decision Point
The regime is preparing. The only variable left is how much pain Putin is willing to risk at home to keep his delusional objectives alive. Expect the decision after the September Duma elections. By then the denial will have served its purpose.
